Dr. John McGowan is Vice Provost and Chief Information Officer (CIO) for The University of Alabama and Associate Vice Chancellor for Information Systems for The University of Alabama System (UAS). He joined the University as Vice Provost and CIO in 2008 and was the acting CIO for The University of Alabama in Huntsville (UAH) from 2009 through 2011. He chairs the UAS CIO Council and works closely with his counterparts at UAH, The University of Alabama at Birmingham (UAB), and the UAB Health System. Dr. McGowan recently served as Chairman and Executive Committee Member of the Board of Directors for the Alabama Supercomputer Authority.

Prior to joining The University of Alabama, Dr. McGowan served as Vice President and CIO at The University of Texas in San Antonio and Vice President and CIO at Florida International University (FIU). There he led the Division of Information Technology, University Libraries, and the College of Continuing and Professional Studies. Dr. McGowan also oversaw The Center for Internet Augmented Research and Assessment (CIARA), a multimillion-dollar research center which provides advanced networking capabilities to the Caribbean and South America.

At FIU Dr. McGowan implemented PeopleSoft and deployed the largest voice over internet protocol (VOIP) network in higher education. He was a member of the President’s Executive Council and served on the International Forensics Research Institute Advisory Committee, the Applied Research Center Advisory Committee, and the Master’s in International Business Advisory Council for the College of Business.

In 2003, Cisco Corporation selected Dr. McGowan as one of the world’s Top 10 Leaders in Information Technology. Under his leadership, the FIU technology organization was named a Computerworld Honors Program Laureate for its VOIP and advanced networking implementation. From 2003 to 2006 and again in 2009, Dr. McGowan was a member of Cisco Corporation’s Enterprise Technical Advisory Board and a delegate to the Nobel Summit in Stockholm, Sweden and Oslo, Norway. While at FIU, Dr. McGowan was a member of the Technical Advisory Board for the PeopleSoft/Oracle Corporation and a member of the Project Advisory Committee of the Biological Sciences Curriculum Study Human Genome Project.

In 1997, Dr. McGowan became the Chief Technology Officer for the University of Southern Mississippi (USM), where he led the PeopleSoft deployment and the wireless initiative for USM’s campus. While at USM he was the senior technical lead for Internet2 and for the Center of Higher Learning’s high performance computing environment at the NASA Stennis Space Center.

Previously, Dr. McGowan was a consultant to universities and colleges and an outsourcing Director of Project Planning for SCT, a major software company in higher education where his expertise was systems management and integration, networking, and operating systems. As a consultant for IBM’s higher education practice, his clients included the University of California System, the California State University System, the California Community College System, Washington State University, and the University of the Pacific. In addition to IBM, Dr. McGowan consulted for UNISYS, AT&T, American Express, NASA, and the Department of Defense including the National Security Agency, U.S. Air Force, and U.S. Army.

Dr. McGowan earned a Ph.D. degree in pharmaceutical chemistry at University of the Pacific. He began his career in 1983 as a research biochemist in the fields of cancer research and molecular biology. In 1994, he was the Chief Operating Officer for a National Institute of Drug Abuse testing laboratory.
